 This article introduces an overview of the library and information agencies in Vietnam in terms of the legal framework and the situation. Specify restrictions on the technical infrastructure facilities, financial and human resources
  information capacity, management, direction and cooperation in the operation of the library and information agencies. The author gives a number of recommendations to overcome these limitations.
