Objective: to describe the organizational structure and to assess the current situation of human resource management activities at the National Hospital of Dermatology and Venereology (NHDV) in 2011. Method: this is a cross-sectional descriptive study using quantitative data from reports of the hospital and qualitative data based on in-depth interviews. Results: number of medical staff per patient-bed is 1.36. Human resource distributed relatively rational. NHDV has a number of experienced assistant professors, doctors. Of the total doctors and pharmacists, 67.39 percent had post graduate education. Ratio between doctors and nurses, technicians is 1/1.28. University pharmacists and doctors ratio is of 1/8.6. Human resource management of the hospital is related with several issues, including rights, responsibilities and obligations of staff in order to get a high effectiveness for the hospital as well as for staff. Main activities of the hospital have been well implemented, such as: identification of the staff needed, recruitment plan, allocation of staff. training, motivation of staff. and payment. Conclusion: in 2011, NHDV has gained excellent, comprehensive indicators. The reason for this achievement is due to rational use of human resource, strong efforts of staffs, solidarity of the leaders, promotion of democracy, transparency and equality. Moreover, human resource management at NHDV is followed a consistent procedure: recruitment, training development and allocation of staff effectively and reasonably.
