Objective: Evaluate the results of some interventions for improving the access and utilization of public health care services in Nhu Xuan district, Thanh Hoa province in 2011. Methodology: Community intervention study with pre and post comparison. The research was conducted from JulY to December 2011 in Nhu Xuan district, 712 households were investigated with 2699 people, 02 group discussions among health workers of district hospital, 4 interviews with commune health workers. The survey finding showed that after the implementation of comprehensive intervention on the subjects: the use of medical setvices (people)
medical service providers (Nhu Xuan district hospital and CHS), the bridge between the users and providers of health care services is communication. The access and use of public health care services has markedly improved, the access to communication materials of people has increased from 1.3 percent to 72.6 percent. The use of health care services in district hospital of people has increased from 24.8 percent to 35.3 percent, the use of quality health service has increased, the rate of money borrow for medical treatment has decreased, the universal health coverage has increased from 67 percent to 81.7 percent, especially among the near poor group, from not having the issurance card, now the rate of having health insurance card reached 12.4 percent of the health insurance forms and reached 91.2 percent of near poor people have health insurance card. The study results provide further recommendations to make some comprehensive interventions for health investment in people and facilities at district and commune level, replicate comprehensive interventions scale to improve the access and use of health services in the province Thanh Hoa and others.
