Human resources, special at grassroot level are shortage during many years, particular physicians and pharmacists. The study was to survey of human resources in basic health levels in 2010 and to describe some solutions which were implemented for improving human resources in Hoa Binh province. The results indicated that the proportion of health staff/bed was lower than requirement. The proportion of physician/other (19 percent) was lower than requirement ( or = 31 percent). This proportion at preventive centre was 13 percent (requirement or = 26 percent). All preventive centers had lack of examination technician. Only 45.3 percent of communal health centers had physician and 32 percent of them had any kind of pharmacist. In conclusions, some intervention projects should be implemented as soon as possible for improving both quantity and quality of health staff who work at grassroot level.
