The Resolution No 26 of the 10th Session of Central Committee on agriculture, farmers and rural development has defined the essential role of communities in construction of new rural area. The theory and international experience on the participatory management are the lessons learned in reconstruction of the new country in Vietnam. In order to the communities can effectively take part in rural development it needs to detennine the factors and the appropriate conditions for the rural people playing their role. The policies and mechanism for participatory development could be promulgated only based on the regionally appropriate conditions. Evidently, the international experiences showed that the involvement of the communities in construction of new life for themselves should be the real right of the people and not something specified by administrators.
