The rule of avoidance is an organizing principle of state administrative system employed in the Le-Nguyen Dynasties in Vietnam and in some other typical countries for official appointment. This principle prohibited officials from serving in their locality to prevent their family and friends from disturbing them. A system with the rule of avoidance was adopted to ensure smooth running of government and to prevent corruption and favoritism. In modern society, it still has very high practical value for the public administration and civil servant reform process.
