During the renovation, our Party has always affirmed that building and rectifying the Party is one of the key tasks. Therefore, our party members, especially party members in charge of leadership in the Party's base unit (called a base secretary) play a very important role in propagating policies of the Party and leading his unit accomplish the policies. Therefore, the author investigated the leadership capacity of the secretary staff so as to offer some basic solutions to improve that capacity.
