The measurement and assessment of teaching and learning outcomes among teachers and students enable managers to check quality of educational products based on various assessment criteria. This would in turn help address the gap of the criteria set for testing and assessment which is currently being implemented in lower secondary schools in Vietnam built on three categories, i.e. Differentiation, value and reliability, in view of designing multi-choice test items.
