Competence approach has been a pronounced trend found in many recent researches on education field, especially high school education and teacher training at universities of education. Following the trend. the writer makes brief presentation on the definition and identification of competencies. From the point of view of local and foreign researches, especially research concepts of educationalists in the world. the writer proposes a common understanding about two mentioned-above items of competencies.
