Objectives: (1) Describe the salary and allowances effects on health staffs recruitment
(2) Describe the salary and allowances effects on the maintenance of amount of health staffs at at all levels, all fields. Methods: cross-sectional study combined qualitative research and quantitative. Results: Currently, hospitals or health centers, commune health stationsin mountainous areas, preventive medicine sectors have had a lot of difficulty in recruiting doctors/pharmacists. The job transfer situation from district/province level to center level increase rapidly. This situation leaded to a serious shortage of health staffs in mountainous areas, preventive medicine sectors. Conclusions: Because of having a low salary and allowances, the shortage of health staffshave increasedparticularfy in doctors and phamacists at all levels, all fields.
