The study was carried out in cross-section at health sciences training and research organizations of Vietnam National University, Hanoi (VNU), with 118 subjects, including 45 managers, 73 lecturers and researchers. The results showed that 82.20 percent of the studied subjects would like to participate in providing high quality health services. 50.85 percent of those were willing to take additional training (if needed) to meet the required qualifications. In the first phase, 69.49 percent of the subjects wanted to participate in technical manpower
30.51 percent agreed to participate in the overall procedure, including providing facilities and equipment for medical services. There were 66.95 percent of the subjects wanted to implement health care services at the training and research organizations.
