Author's research focused on the analysis of policy factors affect housing prices in urban areas and has identified that: urban housing prices in Vietnam increased by two direct causes, which arearising gaps in the change of land use price and cost of capital for investment in real estate projects is very high. Based on the analysis of the inadequacies make urban housing prices rise, the authors have proposed four recommendations to remove the obstacles in the legal documents, find solutions to reduce housing prices in the urban areas access to the affordability of the community, contributing to the development of social security.
