The objective of this study was to assess the staff who has qualification as doctor in the health sector both in Tuyen Quang and Ha Giang provinces in 2010. The researchers investigated all 698 doctors in two provincial health sector by cross sectional and interviewed through letters. The following results: The rate of doctor/population is low: Tuyen Quang is 5 doctor/ 10,000 people, Ha Giang is 6.33 doctor/10,000 people, most doctors at the age of 30- 49. Doctors of Tuyen Quang work mainly in hospitals and in the Health centre in Ha Giang. The highest working time in Tuyen Quang about 11-20 years, Ha Giang is under 5 years. The rate of examining, treat:ng doctors is high, the rate of doctors as manager is quite high, highest in Ha Giang (83.7 percent). The rate of postgraduate doctor in the two provinces is low, mainly specialist level I. Specialist Level 2 and MA are low, two provinces have no Ph.D. Degree of foreign language, computer skill is still low. The recommendation is increasing the training and attraction policies to doctors and postgraduate training, foreign languages and informatics for doctor in Tuyen Quang and Ha Giang provinces.
