The problem is in the social structure of traditional Vietnamese village with the existence of both the state administrative system - the organization "local" village and autonomous systems organized "non-local". The two systems co-exist to make the village government be a "dual government", to they became an unique phenomenon in Vietnam that many countries in the world hasn't much. These organizations reflected are clearly through written laws villages conventions.
