The Vietnamese government performs management functions through the bureaucracy, but that is not enough. Another important tool is the use of financial resources through the participation in the business capital in the economy. The remaining proble.m is how to turn state capital into an effective tool to motivate the economy. The article gives some ideas to help answer the question through a specific research at State capital investment corporation (SCIC).
