National target program on building new rural areas for 2010-2020 is being implemented on the area of the town in the whole country. However, the implementation of 19 new rural criteria in ethnic minority and mountainous areas is difficult than other regions. One of the reasons is the human resources for building new rural in mountainous ethnic minority areas is inadequate. The article refers to the roles, responsibilities and specific actions of the university to contribute to timely provide human resources serve the national target program on building new rural areas in 2010-2020.
