The 1946 Constitution was the first constitution in the constitutional history of the country enacted, passed on November 9, 1946 by the National Assembly of Vietnam Democratic Republic of Vietnam, comprising 7 chapters and 70 articles. The 1946 Constitution is the Constitution of democracy and progress is the crystallization of the lofty values of the nation and humanity, demonstrate eminent intellect and ideology "benevolent jurisdiction" of President Ho Chi Minh and meet the people's aspirations for national independence and territorial integrity. One of the main contents of this Constitution is the provisions on the fundamental rights of the people - the core values which has been inherited and developed in the Constitutions later in the country.
