Article reviews the new content of the ideology "people as the root of the country" developed by Mencius and Xun Zi in the Warring Period. Compared with the one of Confucius, the new ideology has contributed a number of additions and expansions significantly: Mencius supports the ideology "respect the people," Xun Zi supports the ideology "for the people". The development of Mencius and Xun Zi toward "people as the root of the country" of Confucius has contributed to make this idea become a unique heritage of ancient Chinese philosophy. Besides the progress in point of" people as the root of the country" of Confucianism in ancient China, including one of Mencius and Xun Zi, the article also points out the limitations to overcome history of this idea, if the authors have desire to use in the construction of "advanced culture, imbued national identity" in the country today.
