It can be said that improvement in quality and efficiency of human resource management has been one of the important contents in the career of innovating State organizations and modernizing the public sector in Vietnam. In most of the world, competency framework approach is an increasingly accepted part of modern human resource practice as a strategic tool for leadership development and public sector management, meeting changes of the current and future context. This paper identifies the need of competency development for the young cadres in new rural construction sector (hereinafter called the young cadres) in Dai Tu District, Thai Nguyen Province, indicates possibilities of challenges and proposes solutions for implementing the competency framework in order to develop competencies of the said cadres.
