Vocational training for rural workers is long-term strategy has been concretized by Government Decision No. 1956/2009/QD-TTg approved the project "Vocational training for rural workers until 2020". In period 2009-2014, Thai Nguyen province has implemented various training activities and attracted large numbers of labour participants. Basic characteristics of rural workers in mountainous area of Thai Nguyen province is low unemployment rate, but the lack of extra-job rate is high (18.7 percent). Vocational training in addition depends on local resources and need to promote the career by age to response practical aspirations of rural workers.
