 This study was carried out to assess the situation and propose solutions to overcome limitations for transfer of residential land use rights in Nho Quan district, Ninh Binh province. The obtained results show that total transfers of residential land use right is 10.551 cases in the period 2010-2014. The transfer of land use rights is enforced by the land law, but there is still some shortcomings such as: market information was limited
  time and administrative. Procedures were difficulty and prolonged
  people were not fully known the law of the land. The proposed solutions to solve the shortcomings above are: compiling a database and land information systems
  building State land price close to the market land price
