English for specific purposes (ESP) is an "approach" rather than a "product". In this juncture, learning is defined as a process, in which the learner is considered to be the user of English. Materials based on a learning-centered approach would be appropriate for learners' needs and social employment demands. In this paper, the authors suggest some elements in the design of materials of this kind. Needs analysis is one essential key. The syllabus works not just as a statement but a generator of the materials contents. Finally, a description of a model is illustrated as an example of ESP materials design.
