Resources in cloud computing environments are stored in many different positions. Cloud computing provides the infrastructure for applications by providing virtualized resources automatically. An essential requirement when scheduling in a cloud computing environment is making plan mapped tasks that provide corresponding resource constraints. This paper presents a dynamic scheduling algorithm (HPSO*) based on PSO to make a plan for scheduling applications for resources, taking into account both the cost of computation and data transmission costs. At the same time this paper also presents the results of testing the algorithm on the data to show the effectiveness of the HPSO* algorithm.
