A huge challenge is how to prepare flexible silicone aerogel materials with good flame retardancy, thermal stability, and hydrophobic properties. In this paper, resorcinol-formaldehyde was introduced into the silicone network composed of methyltrimethoxysilane (MTMS), phenyltriethoxysilane (PTES), and dimethyldimethoxysilane (DMDMS). Flexible hybrid aerogels with excellent thermal insulation, flame retardant, and hydrophobic properties were prepared by the sol-gel method and ambient pressure drying (APD), and the preparation process does not require long-term solvent exchange, only about 3 h of soaking and washing of the wet gel. The results show that the prepared phenolic-silicone aerogel has low density (0.093 g/cm
